Bio of Jose Luis Ortiz Volcan - Consultant, Founder & CEO of OptimaWell
Born in Cumaná-Sucre State-Venezuela (in front of Caribbean Sea) and currently living in the United States of America. With 46+ years of extensive experience in upstream integrated asset management (IAM) and asset optimization-delivering millions of dollars in cost savings and added production value-I have successfully led 38 major projects across 47 complex assets in seven countries: Kuwait, Suriname, Colombia, Mexico, Trinidad & Tobago, Venezuela, and US-Alaska.
My managerial leadership has encompassed major national and international oil companies including Kuwait Oil Company (KOC), ARCO Oil and Gas (USA), and PDVSA (Venezuela), as well as senior consulting, business development, and sales roles at Halliburton and OptimaWell.
These projects spanned the full economic lifecycle (appraisal, development, production, IOR/EOR-thermal and non-thermal-and maturity phases) and leveraged information technology, data management, process automation, and artificial intelligence. They addressed diverse challenges from shallow to deep reservoirs, covering conventional, heavy, and extra-heavy oil, both onshore and offshore, including well delivery (construction and intervention). My deep expertise in energy management for mature heavy-oil assets undergoing steam-based thermal enhanced oil recovery remains one of my core strengths.
Notable achievements include implementing corporate-level IAM systems in two major national oil companies, applying structured IAM methodologies to a $6 billion heavy oil development project, and generating $4 million in cost savings through an in-house IAM initiative (recognized with a formal memo of appreciation). I also served as principal consultant for two Shell-KOC Enhanced Technical Service Agreements (ETSAs), with over 1,000 professionals and field personnel, introducing KPI-based performance systems, and resolving payment disputes to deliver $3 million in additional savings. These agreements incorporated the Shell Asset Management framework.
Furthermore, I have led Production Centers of Excellence and Heavy Oil Centers of Excellence, underscoring my commitment to innovation and operational excellence.
